Thank-you Bill for your corrections. I am not an attorney. Within ARTICLE V, I do not read all that you have explained. The word 'or' seems to separate two methods, one by Congress the second by State Legislatures. The idea of Governors was for coordination simplicity. I am a dedicated AMERICAN VET who feels let down by both parties and their understanding of authority and responsibility under the Constitution. Government force over the people was the reason the United States was formed as a people's free choice to succeed or fail  government. Charity was left to the church.
We both know the way to force the People's Will on this administration is media. NBC, CBS, ABC and CNN join with many industrial powers and this administration to enslave people for power's bidding. No politician invites the average citizen over for supper unless asking for money.

The value of money is Consumer Confidence. People accept what the news tells them to believe. What is happening today is like a criminal telling a victim not to worry; he will be done in a little while.
United against Constitution abuse America will stand. Divided, America becomes pulled-flesh for the vultures of the world. You have greater knowledge of the legal system. You also know the difference of right and wrong. There is always a way if people unite.
